Adds second-class school districts (as defined in RCW 28A.300.065) as newly eligible employers for paid family and medical leave grants, alongside existing small business eligibility

Restructures employer eligibility categories: employers with 51-150 employees, employers with 50 or fewer employees who pay all premiums, and second-class school districts

Grants of $3,000 available for hiring temporary workers to replace employees on leave for 7+ days, or up to $1,000 for reimbursement of significant wage-related costs

Employers limited to 10 grant applications per calendar year, with only one grant per employee on leave

Employers with fewer than 50 employees who receive grants must pay all premiums for three years from the date of grant receipt
