Requires petition signature gatherers to sign a declaration on each petition sheet under penalty of false swearing, affirming signers willingly signed their true names without compensation and that provided information is correct

Mandates the Secretary of State verify that a petition signer's residence address matches the address on their voter registration record; signatures without matching addresses will be invalidated

Allows minor discrepancies such as incomplete or inaccurate apartment/unit numbers without invalidating signatures

Applies to initiative petitions submitted to the legislature, initiative petitions submitted directly to voters, and referendum petitions

Amends RCW 29A.72.110, 29A.72.120, and 29A.72.130, adding new sections to chapter 29A.72 RCW to strengthen fraud prevention in the ballot measure process
