Restores quarterly excess liquor sales fund distributions to local governments, allocating 0.3% to border areas, then splitting the remainder: 50% to the state general fund, 10% to counties, and 40% to incorporated cities and towns

Distributes the county share based on each county's unincorporated area population relative to total unincorporated population statewide, as determined by the Office of Financial Management

Excludes counties from receiving distributions if liquor sales are prohibited in their unincorporated areas due to election results

Repeals RCW 66.24.065, which governed spirits license fee distributions established in 2012

Amends RCW 66.08.190 and 66.08.200, removing previous requirements that retained liquor revenue for municipal research and services before distributions to local governments
