Removes compost spreading equipment purchase provisions from the Sustainable Farms and Fields Grant Program, eliminating the requirement for farmers to use "significant volumes" of compost for at least three years from non-farmer-owned composting sites

Adds two new project prioritization criteria: reducing carbon dioxide equivalent emissions through increased energy efficiency or reduced fuel use, and increasing usage of precision agricultural practices

Changes the timeline for evaluating carbon equivalency metrics from a fixed July 1, 2024 deadline to requiring evaluation "before implementing upfront payments for carbon storage"

Passed the Senate 49-0 on March 4, 2025 and the House 93-5 on April 9, 2025, signed by Governor Bob Ferguson on April 22, 2025, with an effective date of July 27, 2025
