Authorizes cities and counties to use automated vehicle noise enforcement cameras that combine camera and microphone technology to detect vehicle racing violations and excessive vehicle noise violations

Restricts use of noise enforcement cameras to zones specifically designated by local ordinance as "vehicle-racing camera enforcement zones"

Requires cameras to capture audio and visual data in encrypted format, with audio recording limited to immediately before, during, and after a violation occurs

Notice of infraction must be mailed to the registered vehicle owner within 14 days of the violation, with fines capped at $145 (adjusted for inflation every five years starting January 1, 2029)

Effective date is January 1, 2026
