Renames the position from "coordinator" to "project director" while maintaining responsibilities for directing state resources to children in crisis and their families

Requires the governor to provide annual reports to the legislature (changed from a single final report) on the rapid care team's activities, including referral data, demographics, services identified, and barriers to appropriate placements

The rapid care team coordinates across multiple state agencies (Health Care Authority, DSHS, DCYF, Office of Financial Management) to identify services and living arrangements for children under 18 who are hospitalized without medical necessity or experiencing placement instability

Declares an emergency, making the act effective immediately upon passage
