Reorganizes Chapter 41.56 RCW (public employees' collective bargaining) into seven subchapters: General Provisions, Application and Scope of Bargaining, Representation Determinations, Negotiations and Arbitration, Institutions of Higher Education, Interest Arbitration, and Chapter Construction and Limitations

Makes no substantive changes to existing collective bargaining law; the reorganization is solely intended to simplify navigation of the statute

Repeals two outdated sections: RCW 41.56.130 (rules and regulations of Washington state personnel resources board—mandatory subjects) and RCW 41.56.915 (effective date provision from 2006)

Passed unanimously in both chambers (Senate 49-0, House 95-0) and takes effect July 27, 2025
