Repeals 12 inactive or obsolete state accounts including the juvenile accountability incentive account, internet consumer access account, opportunity express account, Washington state flag account, commemorative works account, building communities fund account, Millersylvania park trust fund, state social and health services construction account, education construction fund, produce railcar pool account, guaranteed asset protection waiver account, and opportunity expansion account

Transfers residual balances from abolished accounts to designated funds by June 30, 2025: produce railcar pool account funds to multimodal transportation account, commemorative works funds to enterprise services account, Millersylvania park trust fund to Millersylvania park current account, education construction fund to common school construction fund, and opportunity express account to employment service administration account

Renames the broadband mapping account to the federal broadband account and expands its authorized uses to include all broadband activities authorized under federal law and nonfederal match requirements

Redirects fees from guaranteed asset protection waiver registrations ($250 application fee) from the abolished account to the general fund, and redirects medical cannabis authorization database fees and fines to the dedicated cannabis account

Amends multiple statutes (RCW 43.79A.040 and 43.84.092) to remove references to abolished accounts from investment earnings allocation provisions, with various effective dates and emergency clause provisions
