Establishes "distributed energy priorities" including solar on landfills, parking structures, transportation corridors, and contaminated sites; small-scale wind; energy storage; microgrids; and agrivoltaic facilities that combine solar panels with continued agricultural production

Creates categorical SEPA exemptions for solar arrays under 1,000 square feet on developed lands, solar on elevated parking lot structures, and solar/energy storage on closed landfills or reclaimed mine lands

Allows agricultural land with agrivoltaic facilities to retain "farm and agricultural land" tax classification under current use valuation without triggering withdrawal penalties or reclassification

Provides utilities a 4x multiplier (through December 31, 2029) when counting new distributed energy priority projects toward renewable energy compliance targets under the Energy Independence Act, compared to the standard 2x multiplier for other distributed generation

Permits utilities to meet renewable energy targets using accelerated conservation or demand response (including energy storage that reduces peak demand), with specific measurement protocols for quantifying compliance
