Public notification system required by July 1, 2027 allowing people to sign up for alerts about sewage spills, with notifications sent within 4 hours of the department receiving a spill report during business hours (8 a.m. to 5 p.m., Monday-Friday)

Annual reports on sewage spills must be published by March 15th each year starting in 2026, detailing waters impacted, duration, volume, and department actions taken

Website must be designed to effectively communicate with people who have limited English proficiency

Applies to discharges of untreated or undertreated wastewater from sewage treatment plants, collection systems, and combined sewers that do not meet permit requirements
