Establishes an advisory committee for quantum technology economic development, including the lieutenant governor, state elected officials, higher education representatives, technology and aerospace company representatives, a quantum computer company representative, and Pacific Northwest National Laboratory

Advisory committee must meet quarterly starting by August 1, 2025, produce annual reports to the legislature with recommendations for promoting a quantum technology ecosystem, and develop a workforce development plan

Creates a grant program through the Office of Economic Development and Competitiveness to support applicants seeking federal grants related to quantum technology

Requires the department to partner with a higher education institution with quantum technology research and may consult with the Northwest Quantum Nexus coalition and Pacific Northwest National Laboratory to identify federal grant opportunities

Advisory committee provisions expire June 30, 2027
