Amends RCW 18.19.090 to create a new pathway for board-certified psychiatric pharmacists to obtain licensure as agency-affiliated counselors in Washington State

Requires applicants using this pathway to hold an advanced degree in health care from an accredited college or university, complete specified coursework, and have at least two years of experience in behavioral health care

Expands the coursework requirements for certified or licensed agency affiliated counselor credentials from "counseling-specific" to "counseling or health care" coursework as determined by the department

Maintains existing pathways for licensed agency affiliated counselor requiring an advanced degree in counseling or social sciences with two years of direct treatment experience under supervision of a mental health professional
