Raises the threshold for personal property sales by water-sewer districts that require public notice from $2,500 to $5,400

Increases the maximum estimated value for private sales of real property from $5,000 to $7,500

Water-sewer district boards may sell surplus property at public or private sale after determining it is not needed for district purposes

Real property valued over $5,000 must be appraised by three licensed real estate brokers or one professionally designated appraiser within six months of sale

If property cannot sell at 90% of estimated/appraised value after 120 days, the district may sell at public auction to the highest bidder after publishing notice for two consecutive weeks
