Prohibits landlords from subscribing to, contracting with, or exchanging anything of value for services from providers that use algorithms to coordinate rental pricing among multiple landlords

Bans service providers from collecting rental data (prices, occupancy rates, lease terms) from multiple landlords and using automated systems to provide pricing recommendations to more than one landlord

Exempts rental price estimates that are based solely on publicly available information and accessible to all members of the public without a contract or license

Classifies violations as unfair or deceptive trade practices under Washington's Consumer Protection Act (chapter 19.86 RCW)

Authorizes enforcement by the attorney general and allows injured persons to pursue civil action for damages
