Requires the Department of Agriculture to develop an organic agriculture action plan by June 1, 2027, addressing barriers to organic certification, market expansion opportunities, and job creation in the organic sector

Directs the action plan to emphasize supporting entry to organic farming by youth, overburdened communities, and Black, Indigenous, and other people of color

Allows the department to modify organic certification fees if funds are appropriated specifically to reduce the financial burden of achieving or maintaining certification

Requires the plan to identify gaps in extension, training, and technical resources for farmers transitioning to organic and regenerative practices

Section creating the action plan requirement expires June 30, 2028
