Creates the salmon recovery project maintenance account in the state treasury to fund dedicated long-term maintenance of salmon recovery projects

Authorizes block grants to lead entities and regional recovery organizations to include funding for ongoing habitat project maintenance

Amends RCW 77.85.130 to prioritize projects that include plans ensuring long-term effectiveness
