Removes the exemption that allowed bidders with three or more completed public works projects and three or more years of Washington business license to bypass training requirements on public works and prevailing wage laws

Requires bidders on projects subject to apprentice utilization requirements to submit an apprentice utilization plan within 60 days of contract award, including projected dates, total work hours, apprentice hours by occupation, and list of apprenticeship programs to be contacted

Directs the Department of Labor and Industries to develop an apprentice utilization plan template with educational materials and publish completed plans on its website

Mandates contracting agencies verify bidder compliance through the Department of Labor and Industries website rather than relying solely on reasonable reliance for most criteria

Takes effect July 1, 2026
