Allows the department or contracted entities to continue providing housing assistance through the child welfare housing assistance program after the department is no longer providing child welfare or child protective services to a family

Expands annual reporting requirements (beginning November 1, 2024) to include: the number of unhoused parents on voucher waiting lists and average wait times, percentage of funding spent on placement prevention versus reunification versus administration, and breakdown of spending on administration, rental assistance, and supportive services

Requires the department to adopt formal rules establishing procedures for implementation of the child welfare housing assistance program

Directs the department, subject to appropriated funds, to serve families on any waiting list in an attempt to serve all eligible families and eliminate waiting lists
