Increases maximum annual per parcel rates for conservation district charges: from $5 to $7.50 for most counties, from $10 to $15 for counties with over 480,000 population, and from $15 to $22.50 for counties with over 1.5 million population

Establishes automatic inflation adjustments to maximum per parcel rates every three years beginning March 1, 2029, based on the Seattle metropolitan area consumer price index

Requires the Department of Revenue to calculate and publish adjusted maximum rates on its website by March 31st, with adjustments rounded to the nearest $0.50 or $1

Maintains existing maximum annual per acre rate at 10 cents per acre with no inflation adjustment

Preserves existing landowner protections including the ability to block rate implementation through petition signed by at least 20% of affected landowners
