Allows the Department of Commerce to develop alternative metrics related to energy use and greenhouse gas emissions for covered buildings, in addition to energy use intensity targets, based on ANSI/ASHRAE/IES standard 100-2018 or subsequent versions

Permits covered building owners to apply for a two-year extension to compliance dates for conditions beyond their control, with requests accepted from six months before to six months after the compliance deadline

Expands exemptions for K-12 school buildings experiencing financial hardships related to capital construction or improvements, including failed bonds or levies

Removes the requirement that buildings have three or more tenants before utilities must provide aggregated monthly energy consumption data to building owners without tenant consent

Prohibits administrative penalties for noncompliance from being passed along to tenants and requires the department to cite specific sections of law in violation notices when requested
