Establishes a community solar program for investor-owned utilities allowing customers to subscribe to solar projects up to 5,000 kilowatts and receive bill credits for generated electricity

Requires at least 50% of each project's capacity be subscribed by residential customers and at least 30% by low-income subscribers or low-income service providers

Directs the Utilities and Transportation Commission to adopt rules within 18 months, including a bill credit valuation methodology that accounts for grid benefits, environmental value, and provides additional value for preferred sites, tribal projects, and projects with energy storage

Mandates consumer protections including standardized disclosure forms, prohibition of upfront fees and credit checks for residential subscribers, no early termination charges, and subscription portability within a utility's service territory

Requires community solar project managers and subscription managers to register with the commission and exempts low-income subscribers from program administrative fees
