Repeals RCW 9.41.251, which previously provided exemptions for law enforcement, firefighting, rescue, and military personnel to possess spring blade knives

Requires family day care providers to store spring blade knives in secure, locked areas inaccessible to children when licensed children are present

Takes effect July 1, 2025, with an emergency clause declaring the act necessary for immediate preservation of public peace, health, or safety
