Establishes the Washington Future Fund pilot project to provide $25,000 grants to eligible Washington residents who were born in the state, enrolled in Medicaid/CHIP before age one and at time of application, and are between 18-36 years old

Grants may only be used for three eligible expenditures: higher education/training costs, purchasing a home in Washington, or starting/purchasing a business in Washington

Project participants are randomly selected with allocations distributed across Accountable Communities of Health regions based on Apple Health enrollment percentages, with a minimum of two grants per region

Grants are not counted as assets or income for state public assistance or financial aid eligibility; participants must complete financial coaching and at least two impact evaluation interviews

University of Washington contracted to evaluate the program's impact on participants' economic stability, with a final report due to the legislature by June 30, 2027
