Removes the age 19+ requirement for tuition waivers, allowing students of any age who are eligible for resident tuition rates to receive tuition and fee waivers for high school completion programs at community and technical colleges

Maintains existing mandatory tuition waivers for children and surviving spouses of law enforcement officers, firefighters, and Washington state patrol officers who died or became totally disabled in the line of duty

Children of fallen or disabled first responders must begin their studies within 10 years of high school graduation to qualify for the waiver

Permits waiver of nonresident tuition differentials for nonresident students enrolled in high school completion programs, limited to courses leading to a diploma or certificate

Allows up to 40% of students in the regional education program for deaf students to receive nonresident tuition differential waivers, contingent on federal funding
