Office of the Superintendent of Public Instruction must establish a grant program to reimburse schools for solar installation costs, limited to projects demonstrating positive net present value over at least 25 years

Schools must submit notifications including estimated solar system costs and comparison of system capacity to anticipated campus electrical consumption, incorporating 10-year capital plans

Effective date is July 1, 2025, declared as an emergency measure
