Increases cannabis revenue distributions to cities and towns where licensed retailers are located from 1.5% to 4% by fiscal year 2030, phased in incrementally starting at 2% in fiscal year 2026

Increases per capita cannabis revenue distributions to counties, cities, and towns from 3.5% to 6% by fiscal year 2030, phased in incrementally starting at 4% in fiscal year 2026

Reduces the state general fund share of cannabis revenues from 32% to 27% by fiscal year 2030 to offset increased local government distributions

Maintains existing distribution requirements where per capita funds only go to jurisdictions that do not prohibit siting of licensed cannabis producers, processors, or retailers

Amends RCW 69.50.540 governing cannabis revenue allocations while preserving existing appropriations for public health programs, research, and administration
