Extends the comprehensive plan update deadline for Benton, Chelan, Cowlitz, Douglas, Franklin, Kittitas, Skamania, Spokane, Walla Walla, and Yakima counties from June 30, 2026 to December 31, 2026

Aligns compliance timelines for design review regulations, middle housing density requirements, and accessory dwelling unit requirements with each jurisdiction's next periodic comprehensive plan update instead of requiring compliance six months after plan adoption

Allows small counties (population under 50,000 with growth under 17%) and small cities (population under 5,000 with growth under 17% or 100 persons) up to 24 additional months beyond their update deadlines to comply with comprehensive plan requirements

Permits cities or towns with fewer than 500 residents, not within 10 miles of a city over 100,000, and with less than 10% population growth over 10 years to opt out of full comprehensive plan review and instead complete only a partial review covering critical areas, capital facilities, and transportation elements
