Adds approved apprenticeship programs under chapter 49.04 RCW to the definition of "institutions of higher education" eligible for state financial aid programs

Restricts Washington College Grant funding for apprenticeship students to tuition and fees only, removing coverage for program supplies, equipment, and other educational costs

Requires all institutions of higher education to establish credit policies for related supplemental instruction in apprenticeship programs within one year of program registration

Mandates that credits granted for apprenticeship-related instruction count toward degrees at any institution of higher education as of July 1, 2026, regardless of which institution granted the credit

Directs the Student Achievement Council to adopt statewide transfer and articulation policies by July 1, 2026 to ensure efficient transfer of apprenticeship credits across public two-year and four-year institutions
