Increases the maximum distribution to nonprofit race meets from $15,800 to $30,000 per race day, and raises the commission's authorized spending on equine industry development from $300,000 to $500,000 per fiscal year

Removes the previous cap of eleven live races per day, requiring only a minimum of six live races per day at licensed race meets

Allows commissioners to wager on authorized simulcast races held outside Washington state, while maintaining the prohibition on wagering on live races within the state
