School construction assistance program projects with construction contracts of $35,000,000 or more must require all contractors and subcontractors to negotiate or join a project labor agreement with labor organizations

Project labor agreements must bind all contractors/subcontractors, allow non-union contractors to compete for contracts, include no-strike guarantees, and establish labor dispute resolution procedures

Department of Labor and Industries may grant exceptions for projects that are short-duration, involve only one trade, have limited available contractors, face urgent timelines, or where requiring an agreement would substantially reduce potential bidders

Projects funded under RCW 28A.525.159 or 28A.525.320 are exempt from the project labor agreement requirements

School districts retain authority to require project labor agreements on projects below the $35,000,000 threshold at their discretion
