Raises the minimum age for requiring a fishing license from 15 to 16 years old, and establishes "youth" as under 16 for both fishing and hunting purposes

Establishes new standardized fee tables for recreational fishing and hunting licenses, with specific rates for residents, nonresidents, seniors, and youth across all license categories

Authorizes the Fish and Wildlife Commission to establish a surcharge on license fees by November 1st of odd-numbered years to offset compensation, central services, and operating costs approved in the biennial budget (effective September 1, 2027)

Requires 5% of small game hunting license revenue be deposited in the eastern Washington pheasant enhancement account, and establishes percentage-based funding allocations for various fish and wildlife enhancement accounts

Expands hunter education exemptions to include retired military members and current/retired federal peace officers, and authorizes up to $20 discount on hunting licenses for first-time resident hunters completing Washington hunter education training
