Establishes producer responsibility requirements for electric vehicle propulsion batteries, requiring manufacturers to develop and submit battery management plans to the Department of Ecology by January 1, 2028, covering collection, transportation, reuse, recycling, and disposal

Requires permanent labeling on all new propulsion batteries sold in Washington starting January 1, 2028, with remanufactured or repurposed batteries also subject to relabeling requirements

Prohibits solid waste facilities from accepting propulsion batteries for disposal beginning June 1, 2029, and allows battery owners to return unwanted batteries to producer-designated locations, authorized vehicle recyclers, or authorized battery recyclers

Creates the electric vehicle battery recycling account funded by producer registration fees, with producers required to register by January 1, 2026, and pay annual fees to cover department implementation costs

Authorizes civil penalties of up to $1,000 per violation per day ($10,000 for repeated violations) and explicitly excludes propulsion batteries from existing battery stewardship programs covering smaller portable and medium format batteries
