Extends Washington's Sunset Act expiration date from June 30, 2025 to June 30, 2045, continuing the framework for periodic review and termination of state entities.

Requires the legislative auditor to develop criteria ensuring staff resources for program reviews are proportionate to the size and complexity of program budgets.

Removes the litigation barrier that previously prevented the Joint Legislative Audit and Review Committee (JLARC) from conducting its independent review of the Department of Natural Resources' sustainable harvest calculation methodologies.

Adds a new factor for JLARC's performance audit work plan: whether a planned review that is part of a mandated, recurring study would provide the legislature with new or additional information.
