Amends RCW 77.70.180 to require that when the director's report recommends establishing a separate commercial fishery license, license fee, or limited harvest program for an emerging commercial fishery, the recommendation must be implemented

Allows the director to permit conversion of existing limited entry commercial salmon fishing licenses to newly designated fisheries, with no increase in total Puget Sound commercial licenses

Requires current holders of experimental fishery licenses to be allowed to convert their licenses to the new commercial fishery license

Maintains existing requirement for the director to report to legislature within five years of adopting rules for emerging commercial fisheries, including information on selective fishing gear effectiveness and stakeholder consultation
