Department of Health receives oversight responsibility for coordinating Washington's statewide cardiac and stroke system of care, including developing care standards, center categorization, and performance evaluation.

Statewide cardiac and stroke registry established to collect data on heart attack, sudden cardiac arrest, and stroke care from hospitals (quarterly reporting required starting July 1, 2027) and EMS providers through the Washington emergency medical services information system.

Annual summary reports on care quality and patient outcomes required beginning July 1, 2028, with the first report including recommendations on whether on-site hospital verification is needed.

Department must provide technical assistance and quality improvement support to hospitals, EMS providers, and trauma regions, with specific assistance for critical access and rural hospitals to obtain data platforms and equipment.

Individual patient, provider, and facility care outcome data declared confidential and exempt from public records disclosure and legal discovery.
