Requires all Washington public higher education institutions—state universities, regional universities, The Evergreen State College, and community/technical colleges—to adopt free speech policy statements comparable to the University of Chicago's "Chicago principles"

Governing boards must collaborate with faculty and students when developing their institution's free speech policy statement

Policy statements must commit to promoting free and open inquiry, completely free discussion of ideas with mutual respect, debate without institutional judgment, and non-interference with others' expression of opposing views

Adds a new section to chapter 28B.10 RCW governing higher education institutions
