Mandates design locating and transmission pipeline operator consultation for any development permit within 700 feet of a transmission pipeline, with operators required to respond within 30 days regarding potential impacts

Requires directional boring operations to supplement white lining with physical exposure (potholing/daylighting) to avoid blind boring, and establishes new definitions for safe excavation methods including vacuum excavation and pneumatic hand tools

Adds a labor organization representative to the 13-member safety committee and requires review committees to provide all complaint materials to alleged violators at least 30 days prior to review hearings
