Prohibits Washington-based electronic communication service providers from complying with out-of-state subpoenas, warrants, or court orders seeking information related to protected health care services lawful in Washington

Requires out-of-state legal process requests to include a sworn attestation that the request does not relate to enforcement of laws criminalizing protected health care, with a $10,000 penalty per false attestation

Mandates that businesses notify the Washington Attorney General's office when receiving out-of-state legal process lacking the required attestation, unless prohibited by law
