Local health officers cannot limit the number of alternative sewage systems in their jurisdiction without cause based on public health, environmental protection, or conflicts with existing laws

Local health officers must approve alternative on-site sewage systems on parcels surrounding water bodies with established total maximum daily load for total phosphorus if three conditions are met: the system meets the highest treatment level, operation will not violate water quality criteria, and effluent discharges through subsurface soil disposal

Permit denials must be for cause with written justification and explanation of the appeal procedure

The act does not repeal, limit, or alter provisions of chapter 70A.110 RCW (on-site enhanced treatment systems)
