Children whose parent was a homicide victim and who were subsequently subject to dependency proceedings under chapter 13.34 RCW become eligible for full tuition and fee waivers at Washington state universities, regional universities, The Evergreen State College, and community/technical colleges for up to six academic years

Eligible students must have been Washington state residents at the time their parent's homicide occurred

Washington State Institute for Public Policy must study the impact on these children, examining educational outcomes, health outcomes, and incidents with the law, with a preliminary report due December 1, 2031 and final report due December 1, 2035

Governing boards must report annually to the education data center on the cost of waived fees, which will be consolidated and reported to legislative fiscal and policy committees
