Amends RCW 80.50.060 to require energy facility certification applications to include detailed water supply documentation, including descriptions of water intakes, pipelines, and conveyance systems

Applicants must provide information on air cooling alternatives to consumptive water use, water conservation methods, and reports identifying water rights under review by the Department of Ecology

Applications must include Department of Fish and Wildlife comments on proposed water rights and describe all supply alternatives considered with associated costs, benefits, and penalties

Applicants proposing surface or groundwater use must submit either a water use authorization from a municipal water purveyor, a valid water right permit/certificate from the Department of Ecology, or appropriate applications for new water rights or transfers prior to seeking site certification

Water right permits issued more than 5 years before submittal require evidence the permit remains in good standing or the certificate has not been relinquished through nonuse
