Creates new crimes of "theft of a gift card" and "unlawful use of a gift card" with tiered penalties: first degree (class B felony) for value exceeding $5,000; second degree (class C felony) for $750-$5,000; third degree (gross misdemeanor) for under $750

Establishes "gift card fraud" as a class C felony for devising schemes to obtain gift cards or redemption information through false pretenses, representations, or promises

Expands the forgery statute to include altering or tampering with gift cards or gift card redemption information as a class C felony

Adds statutory definitions for gift card-related terms including "cardholder," "card issuer," "closed-loop gift card," "open-loop gift card," "gift card redemption information," and "gift card seller"

Updates the sentencing guidelines table to incorporate the new gift card offenses at appropriate seriousness levels (Level II for first degree theft/unlawful use, Level I for second degree and gift card fraud)
