Creates the ENABLE (Encouraging Achieving a Better Life Experience) account in the state treasury to support Washington's ABLE program for individuals with disabilities

Provides $1,000 deposits into each existing ABLE account as of July 1, 2025, and into new or rolled-over accounts opened after that date

Allows up to $50 annually per account from the ENABLE fund to reduce or eliminate individual account fees for administration and investment

Caps administrative and promotional expenses at $250,000 or 0.25% of the account balance on July 1st of each fiscal year, whichever is less

Requires the ABLE governing board to contract with an organization to promote the program and encourage eligible individuals to open accounts or make contributions
