Creates a Washington State Supply Chain Competitiveness Infrastructure Program providing grants and loans to public ports and federally recognized tribal governments with established port operations

Establishes a new supply chain competitiveness infrastructure program account in the state treasury to receive legislative appropriations, bond proceeds, and loan repayments

Requires the Department of Transportation to collaborate with the Department of Commerce, Freight Mobility Strategic Investment Board, Washington Public Ports Association, tribal governments, and stakeholders representing trucking, rail, marine, warehouse, agricultural, manufacturing, and clean energy sectors to set program priorities

Program goals include developing transportation infrastructure for supply chain operations, improving freight movement efficiency, sustaining international trade, increasing market access for agricultural and industrial products, and mitigating freight traffic impacts on communities

All eligible projects must be included in a port's freight development plan as defined in RCW 53.20.055
