Allows cities and counties to extend publicly provided water, stormwater, and sanitary sewer services beyond municipal and urban growth area boundaries to existing rural development when environmental or health harms exist from lack of utilities

Requires local governments to make findings that utility extensions are feasible, cost-effective over a 20-year planning horizon, and environmentally beneficial before approval

Prohibits utility extensions that would foster expanded urban development not planned for inclusion in an urban growth area under comprehensive plans

Exempts approved utility extensions from boundary review board jurisdiction and protects them from noncompliance findings or state funding restrictions under the Growth Management Act

Amends RCW 36.70A.070, 36.70A.110, 36.70A.320, 36.93.100, and 36.93.105 to implement these changes
