Municipal utilities may waive connection charges for properties owned or developed by nonprofit organizations, public development authorities, housing authorities, or local agencies providing emergency shelter, transitional housing, permanent supportive housing, or affordable housing

Waived connection charges must generally be funded using general funds, grant dollars, or other identified revenue streams

Counties east of the Cascade mountains with populations over 500,000 (e.g., Spokane County) may waive charges without explicit funding if developers record a covenant restricting the property to eligible housing uses and requiring payment of connection charges if converted to other uses

If a property no longer meets eligibility requirements, all previously waived connection charges become immediately due and payable as a condition of continued utility service
