Moves the candidate filing deadline from the first Monday in November to the first Monday in October, and changes the election canvass date from the first Monday to the second Wednesday after elections

Establishes new election security requirements for qualifying districts, including two-person ballot handling, tamper-evident seals on ballot boxes, written challenge and cure procedures, and public canvassing

Creates gross misdemeanor penalties for election violations including unauthorized ballot removal, deceiving voters in recording votes, and willfully violating ballot security provisions
