Removes limited liability corporations organized for broadband expansion and incorporated businesses or partnerships from the list of eligible applicants for the state's broadband service expansion grant and loan program

Retains eligibility for local governments, tribes, nonprofit organizations, cooperative associations, and multiparty entities comprised of public entity members

Amends RCW 43.155.160, which governs the competitive grant and loan program administered by the public works board to expand broadband access in unserved areas of Washington state

Makes no changes to funding limits (up to $2 million per project, or $5 million for distressed/tribal areas), cost-share requirements (state funds capped at 50%, or 90% for distressed/tribal areas), or application procedures
