Exempts all manufacturing facilities and green manufacturing facilities from Washington's business and occupation (B&O) tax under chapter 82.04 RCW

Defines "green manufacturing facility" as one certified by a state or nationally recognized organization that rates the sustainability of the manufacturing process

Defines "manufacturing facility" as any facility used to manufacture goods as defined in existing state law (RCW 82.04.120)

Exemption expires January 1, 2036

Exempts this tax preference from the standard tax preference performance review requirements under RCW 82.32.808
