Health carriers, managed care organizations, and public employee health plans must report claims payment timeliness data annually to the Office of the Insurance Commissioner or Health Care Authority starting January 1, 2027

Required reporting includes total claims submitted, number of clean vs. non-clean claims, average days to payment, percentage of claims paid within 30 days, and claims requiring additional documentation

"Clean claim" is defined as a claim with no defects, improprieties, or missing documentation that would prevent timely payment

The Insurance Commissioner and Health Care Authority must publish annual public reports by July 1, 2027 with detailed carrier-level data, complaint summaries, and statewide trend analysis

Reports must identify each carrier by name and include analysis of payment timeliness trends at both the individual carrier and statewide level
